Scientist on French terror charge

Anti-terrorism magistrates in Paris have filed preliminary charges against a French physicist arrested last week on suspicion of links to al-Qaeda.

The 32-year-old man of Algerian descent works at the European Organization for Nuclear Research (Cern), Europe's main centre for studying particle physics.

He was one of two brothers detained in the town of Vienne on Thursday.

Officials said he had been in contact with people linked to al-Qaeda in the Islamic Maghreb and planned attacks.

The researcher had been working on an experiment at the Cern laboratory which houses the giant Large Hadron Collider, designed to recreate the conditions that existed just after the Big Bang. It is located on the Swiss-French border.

After his arrest, Cern was quick to stress that his job "did not bring him into contact with anything that could be used for terrorism".

On Monday, spokesman James Gillies said the man had not been seen at work for most of the year because he was ill, but that he had been in touch via e-mail.

'Desire'

The scientist, who has so far not been identified under French judicial rules, appeared at a court in Paris to face charges of "criminal association with a terrorist enterprise", officials said.

He was placed under formal judicial investigation and would later hear whether he would have to remain in custody until trial, they added.


His 25-year-old brother has been released without charge.

After their arrest last week in Vienne, about 100km (65 miles) south-west of Cern's laboratory, judicial sources told the AFP news agency that agents had come across him during a separate inquiry into the recruitment of would-be Islamist militants who wanted to fight in Afghanistan.

The physicist had exchanged messages over the internet with people known to be close to al-Qaeda in the Islamic Maghreb and expressed a desire to carry out attacks, but had "not got to the stage of carrying out material acts of preparation", one said.

On Friday, French Interior Minister Brice Hortefeux said magistrates would "doubtless establish what the targets were in France or elsewhere, and perhaps indicate that we have avoided the worst".

The BBC's security correspondent, Frank Gardner, says the prospect of a French nuclear physicist having alleged links to al-Qaeda has sent alarm bells ringing in counter-terrorism circles.

Al-Qaeda in the Islamic Maghreb emerged in early 2007, after the Algerian militant group, the Salafist Group for Preaching and Combat (GSPC), aligned itself with Osama Bin Laden's international network.

The group claimed responsibility for a suicide bombing at the French embassy in Mauritania in August which wounded three people.

Official: Taliban better financed than al-Qaida

WASHINGTON – The Taliban are in much stronger financial shape than al-Qaida and rely on a wide range of criminal activities to pay for attacks on U.S. and coalition forces in Afghanistan, a senior Treasury Department official said Monday.

David Cohen, the department's assistant secretary for terrorist financing, said the extremist group extorts money from poppy farmers and heroin traffickers involved in Afghanistan's booming drug trade. The Taliban also demand protection payments from legitimate Afghan businesses, he said during a speech at a conference on money laundering enforcement.

Cohen's assessment came as President Barack Obama and his top advisers discuss whether many more troops may be needed in the 8-year-old Afghanistan conflict. A critical part of the deliberations is whether the fight should be a more narrow one against al-Qaida or a broader battle against the Taliban-led insurgency.

According to Cohen, al-Qaida is a cash-strapped organization that is losing its clout. That condition is the product, he said, of a long-running effort by the U.S. and its allies to cut off the terror group's sources of funding by targeting its deep-pocketed donors and interfering with its ability to move money.

In the first half of 2009, he said, al-Qaida's leaders made four public appeals for money to bolster recruitment and training.

"We assess that al-Qaida is in its weakest financial condition in several years, and that, as a result, its influence is waning," Cohen said at the conference, sponsored by the American Bankers Association and the American Bar Association.

But Cohen cautioned that situation could reverse quickly because a pool of donors "who are ready, willing and able to contribute to al-Qaida" still exists.

The Taliban, meanwhile, appear to be heading in the other direction despite an international effort to shut down the movement's cash supply. Drugs are a major money maker for the group.

But Richard Holbrooke, the Obama administration's special envoy for Afghanistan and Pakistan, has said the Taliban get most of their cash from private benefactors in the Persian Gulf.

Army Gen. Stanley McChrystal, the top U.S. commander in Afghanistan, said in his 66-page assessment of the war that the diversity of the Taliban's streams of cash makes it difficult to blunt their ability to operate.

Cohen said portions of the Taliban's illicit proceeds make their way out of the country and into the global financial system. But he did not specify how much or detail the money's suspected entry points.(yahoonews)

But he added that as the organisation had multiple donors who were "ready, willing and able to contribute" the situation could be rapidly reversed.

However, the assistant secretary for terrorist financing said that the Taliban were in a better financial position, despite efforts to control the movement's cash supply.

The US administration's Special Envoy to Afghanistan, Richard Holbrooke, has said that the Taliban get most of their funding from private benefactors in the Persian Gulf.

The many sources of funding for the Taliban make it more difficult to intercept and interrupt money flows, Mr Cohen said.

He also noted a trend in militant organisations turning to criminal activities to finance themselves.
